Free all non-violent drug users. Declare the Ku Klux Klan a criminal enterprise and a terrorist organization akin to Al Qaeda. Arrest and imprison them instead.
Boom. Several million non-violent prisoners released and a few thousand violent terrorists removed from the streets.
It's a win-win for taxpayers.
